Is it just me or has Twitter.com been down a good deal lately? Does someone know the reason for all of this outages?

Nope, It's already been working (and at least for one mounth) properly. I dunno where you are connecting to the website, but if you do so in Turkey, there shouldn't be any problem. You'd better check ur DNS options in your Internet connection options. (Search google writing "DNS Options for Youtube" for exp. )
